‘We are calling for an end to the War on Drugs and Prohibition’


Law Enforcement Against Prohibition (LEAP) Australia has been formed to strongly advocate for the end to drug prohibition.


LEAP Australia will be at the forefront of efforts to end the inconsistent and discriminatory drug policies that have caused wide-spread death and destruction in many communities throughout the world.


Drug prohibition has led to the spread of criminal activity funded through illicit drugs that now permeates almost every fabric of society in many countries, including the USA and Australia.


Unless we take steps to end drug prohibition by providing a controlled and regulated legal and policy environment for drug availability we will continue to see the expansion of the illicit drug market, the corruption of public officials including police and the misery that illicit drugs causes individuals and communities.


LEAP Australia calls for the expansion of life saving harm reduction measures such as heroin prescribing, needles and syringe programs, methadone and supervised injecting facilities.


There is an increasing acknowledge that the majority of harms that are associated with illicit drug use in the community are brought about because of their legal status, not because they are necessarily in themselves more harmful than legal substances such as alcohol.


The most effective way for supporters of a change to drug laws to be heard will be through our voices being heard. LEAP Australia is the forum for Law Enforcement, the Drug and Alcohol sector, users and supporters of drug law reform to come together and register their support.

Leap Australia President, Paul Cubitt

Paul is the President of Law Enforcement Against Prohibition (LEAP) Australia. LEAP Australia is affiliated with the American organisation LEAP. LEAP Australia was formed by a group of like minded people with a law enforcement background that have a common belief in the harm current drug policy causes. LEAP Australia advocates for drug law reform and combines the beliefs of law enforcement, the drug and alcohol sector and users of illicit substances into one advocacy group.

Paul has served as a correctional officer since 1999 and has worked to the level of Deputy Governor. During his time in corrections, Paul has gained exposure to a broad range of offenders; particularly notable were gang members and individuals who had profited at the expense of drug abusers “Some of these individuals were allegedly worth hundreds of millions of dollars, were under 30 years of age and had all murdered at least one person.”

Paul’s career moved into working as a correctional officer in a rehabilitation unit. This led him to gain formal qualification in drug and alcohol. “I now realise how little I knew about my client base (drug abusers), this also lead me into being a forming member of LEAP Australia.”

Paul is adamant that drug prohibition just does not achieve its goals and denies abusers are having their Human Rights protected; up to 80% of people in prison are there for a drug related offence. Drug prohibition also allows some groups and individuals to profit from an unregulated market where violence and other criminal activities prosper.

Paul would like to see the ethical perspective on drug policy put in its proper place, within a regulated framework by governments and as a health issue for the abusers. Paul believes that what a consensual adult does with their body should be their choice as long as it does not harm anyone else.
